The Fine Print...


Combined Federal Campaign (C.F.C.)

Any chapter may apply for local Combined Federal Campaign (C.F.C.), just like New Mexico, North Texas, Fresno, and Kansas City H.I.R.E. chapters. The C.F.C. application will require a copy of the letter issued by the Internal Revenue Service where the exempt or non-profit status was granted. All chapters except for the Los Angeles and Fresno Chapters must include a copy of the letter issued to H.I.R.E. National Inc. since it also provides the E.I.N. issued to H.I.R.E. National Inc. A copy can be obtained from the Treasurer or Administrative Officer. H.I.R.E. National Inc. is in the process of requesting an updated copy of the letter, which is dated September 08, 1994. The application process is a little cumbersome and if you have any questions, please call H.I.R.E. National, Inc. Corporate Sponsorship chairperson Rose Pruneda. If an affiliate chapter applies for CFC and uses the H.I.R.E. National Inc. EI.N, then these contributions must be reported to H.I.R.E. National, Inc. Treasurer & Administrator immediately. Reason: these donations are given to local chapters for use in the local area; however the donations are given under H.I.R.E. National Inc.'s exempt status and E.I.N. therefore, H.I.R.E. National, Inc. must report these funds on the organization’s yearly form 990. If a non-exempt EIN was used, the donation will be considered as a non-deductible contribution for the donor.

State Requirements

Each chapter will have to conduct their own research as far as state requirements are concerned. Since each state varies, each chapter (or a delegation from each chapter within a particular state) should determine their own requirements.

Appropriate Solicitation and Use of Grant Proceeds

Appropriate Solicitation and Use of Grant Proceeds Proposal for the solicitation and the receipt of grants by H.I.R.E. National Inc. will be reviewed by the H.I.R.E. National Inc. appointed Corporate Sponsorship chairperson(s), currently Rose Pruneda (National President), Grant chairperson Sergio Guzman, (Area Representative - Central) and H.I.R.E. National, Inc. Treasurer & Administrator. It is of the utmost importance that the grant recipients read and review carefully the grant in its entirety to ensure all requirements are understood. Specifically note the intended use of the funds and do not use them in any other way other than the prescribed manner. Note: Be aware that the grant could have a requirement to report back the actual use of funds to the sponsor. H.I.R.E. National, Inc. is responsible for the use of the funds and will ultimately be held accountable. The H.I.R.E. National Inc. Treasurer & Administrator is responsible for reporting all funds received to the Internal Revenue Service, as appropriate.

Local chapters should not solicit grant funds using the H.I.R.E. National Inc. E.I.N. without prior approval from HIRE National Inc.

Local Chapters: Each chapter president is responsible for reviewing the grant proposal and reviewing the terms of each grant as they are issued, since they may have different terms and conditions. The chapter president is responsible for ensuring that all of the funds are used in accordance with the terms of the grant. Furthermore, the chapter president will be responsible for reporting the funds received to H.I.R.E. National Inc., with the exception of the Los Angeles and Fresno H.I.R.E. chapters, if their own E.I.N. numbers are used.

Local Chapter Treasurers will be responsible for the bookkeeping and/or accounting of those funds accepted by the local chapter. The local chapter treasurer should be responsible, along with the chapter president for reporting the funds received to H.I.R.E. National Inc., with a summarized statement reflecting how funds were used, along with copies of all receipts for assets purchased. Ultimately, it will be the local chapter president’s responsibility for the solicitation, acceptance, use and accounting of those corporate funds granted to a local H.I.R.E. chapter.
